Can you set OneNote so that it creates new pages at the top of the page list instead of the bottom?
Not exactly, but in OneNote 2010 if you move your mouse up and down your page list you may notice a little floating page icon just to the left of the page list. Hover your mouse wherever you want to create the new page and then click that floating icon - OneNote will create a new page right there. Even at the very top if you like.
"I've been looking forward to saving and sharing my notebooks on the web but when I try to use that feature in OneNote 2010 I get a message that "This service is not available". What do I have to do to enable it?"
In fact it's working now! If you're not seeing it for some reason either you may not have a Windows Live account yet (get one for free at http://www.live.com) or you may just need to close and restart OneNote.

Did you look at the KB article that referenced it? (http://support.microsoft.com/kb/980729) Well, it wouldn't have mattered if you did because it merely confirms what you already know...they released an update. As for what it does, it fixes an issue with syncing OneNote 2007 notebooks to a SharePoint 2010 server.
